It's an effect called 'Tilt-Shift' and it is incredible. Here's a tutorial on how to do it. Take an aerial shot or a city scene and run a lens blur and it turns the cityscape into what looks like a toy model. Pretty slick!

Forget about the tutorial, nothing beats the real tilt shift lens, the gradual blur is something rather difficult to copy, but it sure is a cheap alternative.
Those were shot on a 45mm TS before I switched to the 24mm TS, I'm more focusing on architecture part of shots at the moment.
Now I'm saving for the 90mm TS lens :D

This reminds me. I once saw some photos of a real city made to look like a model. For the life of me, I cannot remember how the photographer achieved the results...but there was a technique.
Does anyone know?

One thing I can think of was using Tilt Shift lens to adjust focus panel to narrow depth of field, that's the only technique I know to achieve such results on camera and it is also what I use, there are however, other ways to mimic the similar look in post processing.

There were some similar shots from New Orleans in the Aug. issue of National Geopraphic. Very cool.
They mentioned a '50s vintage camera was used for some of the shots but I figured there was more to it.

How do you get the pic so clear, but the effect so perfect!? I also have problems with the picture looking blown out when I do the curves in CS2.

Try adjust levels instead of curves, you'll have more control over the exposure, hope this helps :D

I'm wondering, what scientifically is it about the selective focus of the tilt-shift, or whatever else the tilt-shift does, that makes its pictures look like tiny models.

I guess the narrow depth of field creates the blur, which fools our eyes, I honestly cannot think of anything scientifically that would explain why.

You can use lenses with tilt and shift function to achieve the effect, mainly tilting. There are cheap alternatives for canon mount, you don't have to buy the canon TSE lenses, however, you do compromise on the image quality a bit.

I don't know how to do this in photoshop to start with, and from what I've seen, you can never achieve the same look in photoshop compare to on camera.
