Silence Night

The reflection of lights on water is quite interesting, but I'm not sure what the main subject is. The water is calm and no body is in the picture, but I don't think the title "Silence Night" fits. By the way what's the background on the top half of the picture?

I took the title because there's nobody around and it was so quite there so you can hear the falling leaves.
The top half of the picture is a hill with houses on top of it.

The scene located at Dana Point Yacht Club, There's a boat light-parade there that night, but I can not capture a single good picture, most of them came out underexposed, here is one of them

Is there any technique to shoot this type of scene? I might going back there some time this week.
