I have Canon EOS 300D with Tamron 19-35 lens & 77mm CPF. Does the effect of adjustment in CPF show up in the view finder of the camera before taking shot?

To get the most from the CPL in terms of enhancing the blue sky, you need the sun at rightangles to the camera. The effect is then clearly visible as you turn the filter.:)

Im curious as to what sun to the rightangles means ? needless to say i failed in geometry in school :p

It means when the sun is directly to your left or right, ie. not behind or in front of you.

90 degrees from the direction of your camera's subject.

When you're pointing the camera at your girlfriend/boyfriend, the sun is directing above you, that's 90 degrees, or a right-angle.
