Looking to spend $250-$350, maybe more if I have to. It would be for racing, and it would help some to be good at night too. It would need to take NICE 640x480 or higher video, easy to put on the computer (maybe a digital video camera?). Also, im looking for some better video editing software, Ive been using Pinnacle studio 9 and Ulead video 9, and want something better. I tried Adobe Premiere Pro 2.0 but my processor doesnt support SSE 2 so it wont work... What are some other good video editors? Vegas Video??

If you're serious about editing, as opposed to just having what you shot on a disk, go with a miniDV recorder over a DVD recorder. DVD recorders compress the video, while miniDVs don't. You end up with a higher quality final image, though it can be a little less convenient if you aren't doing much editing.

I recently purchased a Panasonic PV-GS300 for my wife. It's a 3CCD camera and has great color and quality. Pictures are much better than my old Sony Digital-8mm camera (old being seven years old). It's a little above the price range you specified, but there aren't any 3CCD cameras in that range, and I think the difference in quality was worth it.

As to an editor, I've played a little with a few others, but by and large I've been able to do everything I need to do and more with Windows Movie Maker. It's free, has a pretty solid feature set, and has lots of support available on-line.
