How do you meter for this type of lighting so you don't over expose the hair or any other light area?

Hold your light meter in front of the face of your subject pointing the dome towards the camera ... or you can meter the ambient light and use a bit of fill flash if the background seems a bit hot to you.

Your basic metering for the skin tone is spot on, but you have a situation here where the contrast range is beyond the capability camera to hold detail in the extremes. Generally in this situation I would use a diffusion panel between the subject and the direct light to both soften the light and reduce the overall contrast.

I beg to differ, IMHO the skin tone is slightly overexposed. However, it'd be impossible to get reasonable colour in the sky.
