Given our 1.6 factor why cannot canon manufacture an extender (?) with a factor of less than 1?

Ever the first with the idiot question!

Hey, that would be nice. Then my 70-200 f/2.8 L would become a 140-50 f/1.4 K lens. (Are K lenses any good?)

Not quite!
With a 0.79 converter it would become a 55-158 but more importantly a 17-40 would be a 13.5mm a much more usable wide angle methinks.
Fujifilm (wash my mouth out now!) do a 0.79 for their 35-210 on Finepix S7000

But you're right about K lenses - they suck
