If so what is it like?
What cameras does it fit?

I now believe its a water proof part for a old canon video camera!

You're on the right lines. I can't find which camera it's designed for, but it's one of the old camcorders (possibly one of the old 8mm models, judging by the model number). It's really not a useful item except for silly pictures.
