I've seen an ad for a Phoenix ZBIS-92C flash that states it works with all Canon EOS cameras and I'm wondering if that is true about the Digital Rebel as well. Anyone know?

I am not familiar with that brand of flash. The important thing to know is whether it is compatible with Canon Digital Cameras. Canon digital cameras can only use ETTL in dedicated mode, not TTL or ATTL. If not you'll have to set the flash manually or in the flashes AUTO mode if it has its own thyristor to regulate flash.

The flash in question says it is compatabile with TTL but makes no mention of ETL so I guess that means it won't work automaticaly.

Sigma's 500 series flashes are compatible with Canon ettl. And they are very compettitvely priced.

Another flash that has been receving very good reviews with the 300D is the Sunpak PZ5000AF. The flash is rated at five volts. You can find more info at the DPReview site as it has been discussed a lot lately. You might find one for under $100(US)
