Any idea why the action isn't stopped any better than it is...
Shot with a Canon 20D, 75-200 lens, 4.5 at 200. 1600 ISO.

Yes, 1/200 shutterspeed is to slow. The 75-300 is not a good low light lens. If you intend to shoot indoors you need an 85mm f/1.8 or similar fast lens.

dont forget about the magnification factor. so your lens will act more like a 320mm if it's a 200 mm, or 480mm if its 300 at the long end. so you need to try and match your focal length with your shutter speed.

Your shutterspeed should ideally be at 1/400 or faster to stop action. And your lens is too slow for indoor sports. Consider investing in the 85mm 1.8 prime lens. It's highly regarded for basketball.
