Welcome to the site!

I think that you'll find that your IXUS-400 is a very nice camera in a very small package.

As far as ISO, I won't give you a complete explanation, but it basically is a measurement of the sensitivity of the film (or in the case of digital, the sensor). What that means is that at higher ISO settings, the sensor (or film) is more sensitive to lower light levels. But there is a trade-off - more sensitive usually means slightly grainy or noisy pictures. So, when you increase the ISO setting, the camera will be more effective in low-light situations, but the pictures will start to take on a granular look.

For learning, I recommend getting a good book such as "National Geographic's Pocket Guide to Photography". Even though the book is geared towards film, many of the rules are the same.

Also, you may want to try www.luminous-landscape.com or http://www.agfanet.com/en/cafe/photocourse/digicourse/cont_index.php3 for some good information on cameras and optics.
