I have tried shooting in Raw and my L Jpegs are coming out sharper than my Raw when I convert them to either JPEG or Tif files??
Also I have my camera set to shoot in Raw and L Jpeg but how do you get to the jpeg file, all I see is the Raw file?

RAW images are inherently soft. They are what the cmos/ccd sensor sees without any camera processing. If you shoot LJpeg, the camera sharpens the image before you even see it. hope this answers your question.
Regarding the embedded jpegs, somebody correct me if I'm wrong, but I think they are extracted only with Canon's software.

Either the Canon utility will extract them or Breezebrowser (there may be others) Breezebrowser does it much more simply in a big batch,. and much faster.

Because with RAW, the camera does not do any processing (or maybe only very little) to the data that comes from the sensor. With JPEG, the camera processes the image, which means it sharpens it, changes contrast, saturation etc. according to the parameters you set in the camera. With RAW, you're supposed to do the processing, which includes sharpening, yourself on the computer.
With Canon's File Viewer Utility, you can choose to extract the embedded JPEG: menu File / Save File / Extract Save JPEG..., or you can convert the RAW data to TIFF: File / Save File / Convert and save in file...
