Can anyone tell me if the exposure compensation on the 300D can be set with the built-in flash in use or does it only work with the flash off?

Yes, it'll work with the internal flash in use. However, it won't affect the internal flash output, though. It'll only affect the ambient light exposure.

I just can't tell the difference when I change the exposure settings either + or - when the flash is on.

The following applies to "dark" surroundings, not fill flash:

Exposure comp only applies with the camera in Tv or Av mode.

In "P", or "green box" modes, camera tends to pick 60 F4 regardless of exposure. No clue what any of the "basic modes" do.
