I've searched the manual but can't find if this is possible:
Can I set the SET button (round button in the center of the arrow buttons) to pull up EC settings? Thanks.

Why? EC is already set by partial shutter press and spinning the QC dial on the back. All you could assign to the back button would be either i-instead of- pressing the shutter release or one specific EC setting (which will inevitably be the wrong one). OBTW if you have a Rebel model it's not exactly that, but you didn't mention your camera so we can only give a generalized answer.

Huh?
I have the XTi and I just want to change from pressing the AV+/- button to being able to press the more conveniently located SET button to activate it.

So, it can't be done?

No. But now you see why it's helpful to include your gear in your sig. If you read my original answer I noted that it's different for the Rebel family than for Canon's other models. If you'd said you have the 400D up front the answer would have been faster. The CF that allows assigning different functions to the "Set" button only allows setting FEC, not regular EC.

Bummer. Thanks.
Does on-camera FEC work EXACTLY the same as on-flash EC? Or, is there some reason I should choose one over the other.

On-flash FEC overrides on-camera FEC. IIRC on-flash has a wider range, too. As to which to use, it sort of depends on whether you need the extra range and where you want oto make the adjustments. On my cameras, using on-camera FEC sets up for confusion as the FEC and EC settings both show up on the same scale of the LCD.

Yes, you're right--on-flash FEC does override on-camera. I was just curious if they worked the same independent of each other. THANKS!!
