Is there a process on removing smudges off of photos.

I assume you are talking about prints. Ink jet, your out of luck.
Dye sublimation or any lab print, you can use a product called Bestine - it is sold in most art stores. Evaporates very quickly and leaves no residue. I've used it for the last 30 years.
