Just installed my new PS CS. Can anyone tell me the difference between Image Ready and the regular Photo Shop? It appears as though they are two seperate programs but look very similar.

Yep. Image Ready is mainly a tool for working with Web pages and sites. It has some tools for working with slices, and creating rollover effects, etc. that Photoshop doesn't have. You can do a lot of the same things in Photoshop and Imageready, but there are some things you can't do in Photoshop that you can in Imageready and vice-versa. You can easily switch between the applications when you are working on a particular object. Between the two applications, you can completely build a Web site complete with the HTML code.
