I'm creating a jumble of different photos in Photoshop, for a school project, and i can't figure out how to add smoke/fog to my final outcome. I'm not sure if i should add it with a seperate photograph, or somehow make it on my own. I want it as an overlay ove rmy subject. Any ideas?

For a fog effect , create a new layer on top of your image , make sure your foreground and background colors are black and white ,, be on your new layer and go to filters -render - clouds , it renders randomly so if you dont like go back and do it again , when its right play with opacity on the layer , then you can place a mask on the layer and paint in as mush of the fog as you want .
