fsockopen error

Hello,
During setup of the FTP-path I get this error:
FAILED Reason: fsockopen() [function.fsockopen (http://www.mstemmerfotografie.nl/gallery/administrator/function.fsockopen)]: unable to connect (here it shows my ftpserver:21)

FILESIZE RETRIEVAL BATCH TEST
ABORTED: not logged in.

I used the correct login and password.
Can anyone help me?
