Can anyone give me some easy tips for adding borders to photos in PS? Currently I am creating new layers @ +20pixels on each side and then positioning the photo above. Is there an easier way?

Work on a copy of original. Assuming original layer is at bottom (background):
1. Create New layer (empty)
2. Fill new layer with black (or color of choice)
3. Make sure new layer is active and "Select all"
4. Selection|Transform selection - reduce width and height dimensions by desired size of border. (You may have to right click on the "W" and "H" boxes to change units to pixels.) Accept transformed selection (double click image or hit check icon).
5. Hit delete key to knock out selection.
6. Deselect (ctrl-D)
Make both layers active. Should give you an image with border. Merge with bottom layer if desired.

As always with PS, there a are loads of ways of doing the same thing.
In PS CS at least (not sure about PS 7), there is a command called "Stroke" on the Edit menu, this will add borders very easily.
I also just resize the canvas to add borders, e.g.
1. Image | Canvas Size
2. Change to Relative
3. Change size by 20 pixels for width and height
4. Select colour for canvas extension

How would you go about adding a thin black border, then a thicker white border with your name/copyright/signature in it?

Tim, first increase the canvas size in black about 1 or 2 pixels then increase it again in white 20 - 30 pixels make a new layer add you sig then maybe another increase in canvas size with another thin black edge.

Thanks Gramps. Now all I have to do is work out how to add a signature in the border. Google, here I come :)

Tim just click on the "T" icon and click on the mouse pointer where you want to type.

sure it will..just as long as your hand writing matches one of the fonts.

I might take a photo of my signature and get it into photoshop as a stamp or something... then I can easily add it where I want it. I'm sure one of my books tells me how to do something like that.

This is my technique, also. You can also record a new action, go through the same steps, save it, and voila, you have an automatic border action.
