I have an EOS 20 D and an older AC powered studio strobe light. It is a Morris. On the back of it it says that the input is 110-120 V. In my instruction book on the 20 D it says that the PC terminal cannot be used for over 250 V or more. Can I use this without hurting my camera?

You shouldn't be concerned about the 120v needed to power the light. You need to know the "trigger voltage" generated across your PC circuit when the flash fires. If you are'nt sure what it is, use a Wein Safe Sync.

20D, 580EX, 50 1.4, 100 2.8, 17-40I suspect strongly that the "110-120V" spec is the AC power voltage to power the flash unit (probably via a standard light bulb socket), and not the trigger voltage.
Plug a cord into the socket in the strobe light and use a voltmeter to measure the DC voltage while the flash unit is powered. You really should be sure of the trigger voltage before connecting the flash unit to the camera.

Thanks for the help. If I buy a wein safe sync, how do I know which one to get?
