I am having trouble downloading from my IXUS 400 TO MY COMPUTER, the error message says i have a power surge on my USB port when I connect.

Help!

Go to Settings - System - Hardware - Devices and rightclick on your US-controllers. There is an energy-tab where you can see and change the settings.
