They say sharpening should be the last step and it's definitely supposed to be done after resizing. It looks to me that better results can be achieved by shrapening twice: the original high resolution file and then again after resizing.

Bruce Fraser, arguably one of the leading gurus with Photoshop, has a three step sharpening approach. I've adopted this method too.
