Looks like a drain to me.. I can see what looks like some concrete.. a tube coming out of it and some water coming out of that. Do you know? Someone either took that pic as soon as it was turned on or somehow that ice formed around the perimeter of the water spout. Wierd.

That is the drain at the bottom of a dam at 9000 ft in the sierras..I couldnt believe the ice that formed around the powerful output of the water...
