I realzie that this camera is fully automatic but how is shutter speed determined in the camera? How do you configure/set up the camera to take advantage of the speed?

There is no way to change the shutter speed by hand, so you have to rely on the camera to make the right choices. As far as the aperture is concerned there isn't much to choose from, so the camera will have to use the fastest speed available depending on the light.

I have discovered that the only way to artificially increase the shutter speed is to increase the ISO setting to 400.

I was going to mention that - by adjusting the ISO, you can make the camera less or more sensitive. The camera will respond to an increased ISO setting by speeding up the shutter to maintain the correct exposure. Of course, you can go the other way, to ISO 50 to slow it down a bit. Its kind-of indirect and non-exact, but it can be useful.
