Should I use a polarized filter? Or one for haze maybe??? Its going to go on my soon to be 17-55 2.8 IS.

What exactly are you trying to accomplish? Those two filters have different applications.

Well I live in Oregon and there is lots of fog and haze i the air. I just want to clear it up.

Best thing you can do for that is shoot with the light at your back. A polarizer will help if you're shooting at right angles to the sun, and the sky's pretty clear, but if it's actually foggy, nothing will do a whole lot. For aerial photography they generally filter out the blue if penetrating haze is important, but then they're shooting B&W or Color IR.
