From what I see, it's a pdf. Just open it in photoshop, and do a copy-paste.

I tried that but it covers the whole border.

Not sure I get what you mean.
Wouldn't resizing of one of the two documents work? (use transform, and hold down shift to maintain ratio)

Try set the layer of the frame's blending mode to either Multiply or Screen, the image should then show up behind the frame.

I just opened the frame, selected the layer that says "Put photo here", opened my other photo, dragged my photo in, and cropped it down to the frame.....30 seconds.

Open both photos, click on the border one to make it active then click on the layer PASTE PHOTO HERE, click on the other photo and select the whole photo. Go back to the border photo and copy the photo and paste it on the PASTE PHOTO HERE LAYER. the photo should appear inside the green selected area. Now you can select EDIT>TRANSFORM>SCALE to enlarge or reduce the picture to fit into the border. Dont stretch the pic larger to much or it will pixelate.

The photo inside the border is MUCH to small to stretch out, it will get pixelated. What is the size of the photo of the fishing reel? To find that out click IMAGE>IMAGE SIZE on the tool bar.
Think of it this way, your placing a wallet size photo into a 20" x 30" frame. you need to match the photo closer to the frame size.

hold down the shift key when resizing the photo so it stretches it evenly.

OK now I gotta ask (since I d/l'ed the borders) how did you get rid of the white border? I just cropped it off, but then you lose the notches. I know you have the options for a clear background when you start a new file, but how do you change them?

I tried for about an hour to get rid of the white background, but no luck. The white background doesnt appear in a gif, but it doesnt in a jpeg.

The proportions (aspect ratio) of your original image are wrong for the frame you're trying to put it in. You are having to stretch the image in order to make it fit, which distorts the original.
I took your fishing pole image and cropped it to the same size as the frame and then used the cropped image to make the composite. You lose a little bit of the original image but there is no distortion of the original.
