I just received a call form a gentleman that I met at a local bar. He said he liked my pictures on my web site and needed a picture of a fist with a black background. The size he wants is a 10 X 12. Any Idea what I should charge?

it depends on what he's going to use it for.

I presume you are not 'in the business' normally. You could easily ask $20-25 just for the print (assuming you had already taken the photo). Add to that the cost of transportation for you to get to him, a meaningful value of your time spent in photographing his hand and other incidental costs (assume you have time for lighting, time to postprocess the image, time to go to/from the lab to pick up the print or shipping costs, etc.) Of course, your time as simple 'errand runner' is not charged at the same rate as your time as 'photographer/postprocessor'.

$60 worth of bar tab should cover it ;)

or $30 cash

Don't charge too much, cause the next one will be his fist up your !

A fist with a black background is easy to do. One light, a chair and a black background. I'd say from start to finish 15 minutes. PP would be 5 or 10 at most? I mean it's not like the friggen' fist is gonna have a bad hair day or won't smile, and I doublt he'll want to change the color of a ring in PP.

30 Hour of time + 10X12 print

I'd say $55-75. If for some reason it doesn't turn out very well, then $45-55.

Ohhhh, you haven't had to shoot the fist with the face drawn onto it, have you? ;)
