PS Elements has a function I like: Enhance>Adjust Color>Color Cast ; does Photoshop CS have this function somewhere?

Yes and No. In CS you can go into Image>Adjustments>Auto Color or
Image>Adjustments>Levels and use the Mid tone slider. I got that from the CS help files. There is no simple Cast Correction eye dropper as in PSE2.

PSE has autocolor too.

You can use the mid tone eyedropper in curves and click on something that should be neutral and it will have a similar effect as the PSE colorcast tool.

Color cast is the same as white balance adjustment, so you're best off shooting in RAW mode and adjusting for color cast in CS ACR2.1 converison.
