For a simple drop shadow effect like you mention,
1. double click your background image in the layers pallet to unlock it and name it whatever you want.
2. On the menu select layer>new>layer.
3. On the layers pallet click the background layer you first unlocked and drag it below the new layer you just made.
4. With that layer highlited go to the menu select image>canvas size. Choose .30 inches hight and width to start. You can play with the size.
5. With white selected on the color pallet choose the paint bucket and fill the border around your image.
6. On the layers pallet highlite the background layer. (top layer) go to the menu select layer>layer style>drop shadow.
Try 75% opacity, 120 degree with the global light box checked, distance 10, spread 5, size 10 and click ok.
This should give you a start. You can play with the settings.

If you are poor, you can do it in Paint Shop Pro 8.1:
1. Select your image (Ctrl-A).
2. Resize your canvas to 2500X2500, so you have your picture in the middle of a huge white canvas.
3. Use "3D effects" to drop a shadow on your still selected image. You can play with the settings...it's easy.
4. Crop out the extraneous white canvas.
5. Perfect 3D framing!
