WHat do you guys think about this camera?

I just got into photography and my brother has this camera i use. I cant seem to get any good images. If I turn the flash off the image is just too blurry and theres too much noise for just 400 ISO.

What camera do you guys recommend that semi pro and not too expensive.

There aren't any semi-pro cameras that aren't expensive. :)
You might consider starting with one of the Canon consumer DSLR's, such as the XT, and a decent lens, like the Tamron 17-50. That would run you about 1K if you buy used equipment and would give you a decent beginner camera and lens with the performance you seem to be looking for.
