Does the Canon Digital Rebel come with software to decode RAW files?
If so, is it any good, or is there something better?

Yes, you get Canon File Viewer utility with it, which you can use to decode RAW files. But it's very slow and you don't have a lot of control over the conversion process. There are better alternatives:
Capture One (http://www.c1dslr.com) is my favourite, and I use it with my 10D.
BreezeBrowser (http://www.breezesys.com) is another popular program - I haven't tried it myself.
Adobe Photoshop CS has a built-in RAW converter. For older versions of Photoshop, a plug-in is available.
Search the forums; RAW conversion programs have been discussed before...
p.s. Has your 300D arrived yet from Broadway Photo? Is everything in one piece?

BreezeBrowser uses the Canon SDK (software development kit), so produces the same results as FVU. There is some discussion that this conversion is the most accurate(www.luminous-landscape.com, www.robgalbraith.com). Many very respected photographers on these boards use C1 and C1LE. I like BB because I find it easier to use then C1LE.
