My camera is Canon PowerShot S400, with this how can I control Shutter Speed & Aperture Value??? Didn't find anything in the manual :S

The only manual control over shutter speeds you have on the S400 is for night shots (1 - 15 seconds)
I'm afraid you picked the wrong camera if you wanted this kind of control !
The A70/A80 might have been more suitable if this is the case.

No, I don't think you have any control over that either on the S400.
I would imagine that a general rule of thumb would be if it isn't in the manual, then it's unlikely the camera will support it.
Hope you're not too disappointed !
There are plenty of people around here (more knowledgeable than myself) who will be more than happy to give you hints and tips on how to get the kind of shots you want - just ask !

Shutter Speed can be controlled indirectly by choosing a higher ISO setting. In combination with flash it's fast enough to stop something like a running child, etc.
Aperture can be indirectly adjusted by setting the zoom to a certain level and walking closer or further from the subject.
This is marketed as a full auto camera and is limited by not having Shutter or Aperture Priority. It's still a solid camera and highly portable. You will more likely carry something like this everywhere you go than a big camera bag with accessories.
