Nice composition, nice exposure. However I would recommend taking the photo about half an hour or so after sunset, rather than later at night as you seem to have done. There should still be a deep blue colour in the sky and it looks a lot more attractive than brown haze!
Also, I find the power lines quite distracting. Can you find a nearby vantage point that doesn't have them in the frame? Failing that, can you clone them out?

I have to answer both your questions at once. The only place you can get this picture without 1000 things in the way is on top of a 4 lane bridge south of the city (in a shady neighborhood). Hence at 1:30 am in the morning to keep from getting run over as well as the shake from the cars crossing the bridge. Not much of a chance late in the afternoon.
I noticed the powerlines also. They weren't quite as noticable in the 8X10 I got printed but I'll see how good my photoshop skills are at getting them out.
Thank you for your comments and suggestions. I will remember next time about half hour after sunset if i get another shot like this one.
