Indeed it is. One of the better Light Streaks Ive seen. Theyve become cliche, but I like this one.

how did you get them to start and stop like that?

The car on top was half way through the picture when I initially released the shutter and the bottom car finished in the middle of the frame when the exposure stopped :)
