It is blurry and the right side of the picture is too bright and washed out.

I think that your subject was good but you were let down by the confusing situation - seems like a bright day with your subject in shadow. My guess would be too slow a shutter speed hence the blur (camera shake?)
A fill flash would have helped.
I had a little fiddle in PS (the cloning is very clumsy) but it helps to show what more potential was in the shot if those burnt out (over-exposed) areas weren't there.
Hope you didn't mind me changin the photo.

Thx for all the comments ..im just learning the ways . I was actually very apprehensive putting this picture up .. i knew i might get slammed :wink: . But how else to learn if not for some constructive criticism . Ok now let me post the original pic .....

I fooled around a bit since the pic was underexposed but ended up with disaster . Martcol you were right , I used a slow shutter speed with no flash . Thx for the tips . But I still dont know how to fix this one . I am not using PS ...maybe I should get one . Is Photoshop the best one there is ?

The original is superior to the posted shot. Photoshot could certainly improve things (Not just PS but others of course). The main difficulty you have is the blur.... You might recover some detail with sharpening but never so much that it would be a tack-sharp image.
In fact, if you look at what I did in PS (just to make a point rather than demonstrate PS technique) it gets back to more like the original.
If I were you, I would put it down to experience and keep on shooting!
