i'm looking for a good Graduated Color plugin or software

i tried

and it's really very good

is there something better?
outside a cokin filter for sure

I have the Nik Color Effex Pro and the 55mm by Digital Film Tools. They both offer solutions to what you are asking about. I have never tried the tool that you linked (which is not linked properly btw, one too many http's) us to.
