I have a Canon powershot a70 and i want to know if i can used as a web cam, if I can, can somebody tell me how to do it if i have to download a software.... etc thanks for your time

Not directly.

You would have to use a video capture card on your pc and hook your camera to it like you would to a televsion. Then you would have to figure out how to get the video from the capture card into whatever application you're using for streaming.

Cheaper and easier to just buy a web cam.
