I just googled "photoshop actions" and I get a ton or results that do have some good resources. You aren't going to find one site that "fits all". Atn central is a good starting point. There is action addiction, action fx, all of these in the first few lines of the google search.

If you are looking for something a little more specific I have found you have to go into some of these sites and then use their internal search functions to find exactl what you want.

action central is probably the biggest and free

kevin kubota makes some great actions, but they are a little spendy.

Just had a quick look, not exactly cheap, but probably very good...

they're trusted by most of the best wedding pros out there. Very good actions, his magic sharp in the production pack is suppose to be the best available.

i found a few of these to be useful, particularly the b&w toning and the sharpening toolkit script.

Not actions but Fred Miranda has some pretty good plug-ins that I will use for quick editing. Most work with both PS and PSE.

My favorite action packs by far are the 1click range http://www.1clickactions.com not so much expensive as Kubota and sets for different situation, like portraits etc.

first one looks like a heavy amount of curves/levels to bring down the shadows, and then a cooling filter.

2nd one looks like midnight sepia on a bright colorful image or a cross proccessing action
