I have Paintshop Pro 8 and yes, it does have red eye reduction specifically for pets.

CS3 doesn't work on animals eyes - just tried it. Black paint brush looks terrible. No idea sorry.

How's this?
I used the magic wand to select the eyes, duplicated the layer and then played around with the brightness and contrast to get it where I thought his real eye color was. Spent maybe a minute on it total.

If you have another picture of the dog (or any animal) where the eyes are black you can select, feather and paste the new eyes over the glowing eyes.
Of course there are lots of differnt things that you could do in PS, some easy some not....
This is easy...

corel has an album... corel photo album 6 starter edition... i saw it as a free download somewhere... it its quite possible that it includes their red-eye removal tool... I'll see if i can find it.
It also comes with many lexar CF cards...
here's a link i found:

tried it... it says it helps remove "green-eye" in pets, but turned them gray in your image... I'll try again a little later, gotta put my son to bed

Ok... here's my results...
first using the "advanced red eye tool":
Then using the edited image and adding the specks of light using windows paint (computer i'm using I haven't gotten around to installng anything better... just had to reinstall xp recently)

Hmm no images, let me try that again.... well problem is image size too large after editing... I need to compress the images, so they're gonna look like crap... sorry... but it worked better than it actually looks in the second image!!

It appears the starter edition of corel album gives like a 60 day trial of their deluxe version... so I don't know if the red-eye removal will remain after that time period expires...
Hope I helped a little... let me know how you decide to go or if you find something better, I've got tons of my dog pics that could use that!
