I saw this one thing at ritz camera store.

It was a monopod walking stick, and at the bottom the last 5 inches fanned out into a tripod.

I was really cool, I liked it, but it didn't collapse down.

Has anyone seen this tripod monopod combo thing at will collapse down and fit in a backpack?

Is there a name for this type of pod?

I have seen them they are rather heavy for monopods and are not stable due to the centre of gravity being way too high. Even the centre post of a triopd is just an emergency sort of thing or to make a small adjustment.

Also many monopods will not last if used as walking sticks. They get bent a bit and will no longer collapse properly.

Your camera/lens falls over with that setup and a lesson is learned. Buy crap, get crap.

I think it's not meant as a tripod / monopod combo, but rather a device to allow you to let your monopod (*without camera*) stand free, and maybe add a bit stability.
Useless IMHO.

And if you are holding on to it, how exactly is it going to fall over?

Well, if your holding it, it isn't a tripod, it's a monopod. What the other posters are refering to is the tripod capabilities of the rig you mentioned. Bogen/Manfrotto makes them also and I'm sure they're more robust then anything with Qauntaray labeling. That being said, even a good version is no substitute for a real tripod. It would probably suffice for a P&S but I'd never stick a dslr on one.

They're too heavy to carry around as a monopod and not stable to be called a tripod.

All in all, the mass of the stick outweighs the supposed benefits.
