if one works in adobe 1998 in ps7, should any changes be made to 10d settings to optimize conversion from the RAW file to the TIFF file? actually, while i'm at it, what is the best file format to work in in ps7 when coming from the 10d?

If you are shooting raw, then the camera settings are irrelevant for sharpening, contrast, saturation, tone and white balance. You can change any or all of these using the conversion software.
If you choose to set camera colour space to Adobe RGB, then you cannot change sharpening, contrast and tone anyway.
Convert to 16-bit TIFF, and save your edited files in PSD format.
