Totally depends on the focal length of the lens and motion of the subject..

With wide to normal you can often get by with under 1/60... but still 1/60 is about the slowest you should be going hand held.

There is a little rule of thumb that says your shutter speed should be equal to or faster than the focal length.. so a 100mm lens you should have at least 1/100th

It's just a quick and dirty "rule" that does not take enough things into account,. but it is a start.

If your subject is in motion,. a good 1/125 is usually necesary.. but more is better for sure.

I can do 1/15-1/30 easy with a 50mm and no wind and propped against a tree for extra stability. It depends on focal length and a lot of other variations. My wife, for example, has hard time shooting anything clear under 1/60-1/100.

I believe your slowest shutter speed is in direct proportion to the amount of coffee you've had.

I do indoor candid photos @ 1/15 or 1/30 to pick up background detail. Also known as dragging the shutter.

Good answers all, but I tend to like Rowla's answer best!
Ask yourself, Is the pic for you, or for a client?
What's the final media? Glossy magazine, newspaper, print, etc.
How many MP are you working with?
How big does it have to be blown up?
Can you put 3 shots into a dime at 100 meters?
And finally, do you feel lucky?

Experiment, take notes on what works & what doesn't. Life is a learning process.
