What is the best size to save your image as for use on a web page.

Denny,
Typical sizes would be anything from 400-800 pixels on the long side. I use 720 - my guess would be 600 is about average. You also have to consider JPG quality to ensure files are not too large for reasonable download time for viewers.

And while you are at it, lower the dpi to anywhere from 96 to 72 dpi.

This is not necessary for web images. DPI only matters for printing and layout. On the web, display size is determined solely by pixel dimensions, and file size is a function of dimensions and JPQ quality level.
