Time to kill as the sleet has kept most from work today. Empty office, idle shop floor, me playing waiting for the weather to break.

It's really not much of a technique. It's more what tools you're using and how much you want to play.;)
To create the image I use rotating mirror filter in the reflection effects of PSP (I can't find a similar effect in PSE but I think there's one in PS).
Take one simple smoke image (or whatever you like), preferably one with a bit of content near the middle...

rotate it and apply the effect adjusting the settings to suit. Note that you might want to try rotating both ways as you will get very different results.:D
rotated right (I think)

rotated left (or the opposite from above)

If someone knows how to do this in PSE I'd appreciate knowing the method (or PS in case someone else would like to know)

These are SO awesome -- I have had many ideas to capture different kinds of smoke thinking they all are a little different in weight and texture. What kind of smoke is this?? Also -- do you 'direct' it at all -- say pushing it one way or another by waving a piece of paper at it or something...(forgive me if these questions are weird but I am a novice)

Ok, how do you get the color into it? Does this have something to do with the filter?

Krissy, the smoke is from incense, sometimes one stick, sometimes two, sometimes a cone or even a combination. I don't move the smoke around as I want it to drift up from the source which is what I use to set my focus, so I want it in the same plane.

THX -- I think you do a great job!! I can't wait to get a great camera and start exploring!! Have you ever used any other source of smoke?

Well Jeff, sometimes there isn't much color to work with in the original but by playing with the various hue and saturation tools you can usually pull something out. I've found that using two kinds of incense (cones and sticks) at the same time usually yields some different coloring too, which can be enhanced obviously, the same way.;)
