I will be wanting to shoot mainly landscapes, wildlife, and people in Tanzania with my XTi. I have been debating on the 70-300 IS or the 70-200 F/4. But now I am thinking i can come up with enough money (by selling something) to get the 70-200 F/4 and the 300 F/4 IS w/1.4x TC.
Would this be a good combo for what i will be shooting or is there a better option?

The 17-55 and 100-400 would make more sense.

Why would you want to carry 2 large lenses like that around?

I would probably get the 100-400mm, Sigma 17-70mm and a fast prime or flash.

If you can afford one, the 100-400 would be fantastic. another option might be the Bigma 50-500. The 70-300 IS would be a fair compromise, but 70-200 is probably too short.
For a general purpose walk about, your options are wider. There is plenty of light in Africa, as well as dust, so UV filter is essential, but f/2.8 is not.
I'd be inclined to suggest the sigma 17-70 as a pretty good widey to medium tele lens, and it's pretty fast too, being f/2.8 to f/4.5

Sigma 17-70 & the Sigma EX 100-300 f/4. You can always get the 1.4 t/c for the 1-3mm. It handles it very well.
