Ok so I narrowed my last two lenses down to 2:
17-40 f/4
400mm f/5.6
The 17-40 will be the replacement for my 18-55mm kit lens. The 400 will be my surf and body boarding lens. WHAT DO I DO!!!!

What do you need the most, a replacement for range you've already got, or more reach. Since the 17-40 is cheaper, you could get it and a tcon to use with your 70-200 for less than what the 400 would cost you.
edit - scratch the tcon advice, I just read one of your posts stating you had the 1.4

What do you enjoy shooting the most? Landscapes and wide angle or the surf and body boarding? Do you make money off the latter? Can you make money off the latter? If so, I'd go for the long lens, especially if that's the photography you enjoy the most. It's really a matter only you can decide. Even with advice from others, you have to determine what your real need and desire is.

Yes a lot of people Me too its a great lens fast AF and very sharp one of Canon's best.

Yes I noticed it, but I shoot both all the time. Some weekends I make it a hiking and sunset weekend, others its body boarding and some surfing all weekend.

you've already got the kit lens so get the 400mm first.

You can capture images "similar" to the 17-40 with your 18-55. You can't capture images similar to the 400 with any other lens you own. If I were in your shoes, I'd get the 400.
