watermarks on images

I've been looking at images (not ones that i took) and i've noticed a bunch of circles on the digital images. At first it looked like water marks on the lense, but i noticed that the spots vary in size and location from image to image.

Any ideas of what this could be?

Reflections of the flashlight on dust in the air. It's a problem with cameras with a built in flash that's (too) close to the lens.
