I like the shot, tells a good story. I like the look of the officers, almost makes me feel that they're handling the situation differently now that they know the 'press' is watching.

I don't know if it's my monitor or what, but they look a little soft. If they are, maybe a smaller aperature would help next time. Other than that, it's a great photo and a great subject.

I like your first version better, I'd rather not see the crowd of people to the right.
The border is nice, but the bevel and effects on the outer most black stroke is not really needed. Your lens description could be in line with the end of the photo, instead of out further; same with your copyright and name.

As far as telling a story, this photo is awesome. I like the mood it sets and how you can really feel like you get something from the picture.

I like the crop on the left side of the image better in the second one... What about including all three law enforcement officers in a 3rd crop and cutting out the right side beyond the third leo.

theague, I was thinking of suggesting that too but looking back at the images I don't think that the 3rd officer adds anything to the photo, and infact might detract. The photo might look awkward also, with a third officer facing the opposite way and immediately getting cut off (ie: you wouldn't be able to see what he's looking at/facing). For those reasons I think the OP should keep the original crop, IMO.
