Too much going on, but what you've featured is powerful. I think this character study could be powerfully enhanced by a closer cropping on the right. Then duplicate the layer, Gausian blur it, mask that layer completely out,then with a 30% white brush, bring it back in from the crosswalk on up around the marchers and working the returned layer upwards so that, from the sign on, things go considerably out of focus.
The marchers' expressions, their uniforms, and their pudgy legs are terrific. This image deserves the work, it is a terrific capture.

Whoa... that helps...perhaps a tad less at their kilts... there's a cut-out effect there. Otherwise, THIS ROCKS!
