It appears that I my USB won't run at 2.0 speeds, I have no idea why. I have XP professional, SP1, mb Gigabyte GA-7VRXP, Via USB pci controller. I can't get proper speeds neither from mb or pci controller ports. In Bios the USB 2.0 is enabled. Anyone know a solution to this?

How do you know it's not running at USB 2.0 speed? Are you testing this with an USB 2.0 card reader? Remember that the speed is limited by the CF card. The max. speed of USB 2.0 (480 Mbit/s = 60 Mbyte/s) is MUCH faster than even the fastest CF cards.

check at gigabyte if there's perhaps a newer bios update und look what issues kit resolves...
perhaps it will solve one of your problems...

Well, for now I'm copying directly from the camera and data transfer seems to be about 300 kb/s. There must be something wrong...

If you are copying from the camera, isnt the 10D a USB 1 device?
So it wont run at USB 2 speeds...

It is your Camera that is the current bottle neck...

There is allways some bottleneck,. but the Cameras, (10D and 300D) are in fact slower than even USB 1... they can not serve out the data fast enough to take advantage of either...

When you get a USB2 card reader,. you will notice a dramatic speed improvement,. but at that point,. you will have made the Cards themselves the bottleneck...

Like I say,. with a USB2 Card reader transfers will be MUCH faster,. BUT you still won't get the FULL advantage of USB2's top speed, because the cards themselves aren't that fast.
