I'd love to get out in this blizzard we're having right now. If I throw the CPL on the 10-22, put a plastic bag around the body and lens, will I be ok?

If you've got snow coming down blizzard-style, the polarizing filter will probably cut down the available light too much. In addition, it probably won't do any good at all as a polarizer because you are not likely to be dealing with blue skies or reflections on non-metallic surfaces.
I would be VERY cautious about using anything less than a 1-series camera with weather-sealed L lenses and a high quality UV filter in front of the lens (inside a lens hood) in that kind of weather. We've had blizzards around here with VERY wet snow coming down. That can get into lesser cameras and lenses easily.
One suggestion - shoot from inside a car through an open window, but back away from the window for protection from the elements. Otherwise, your lens (or filter) will very likely get plastered with the snow in a big hurry.

After having both my expensive Canon camcorder and a camera damaged by a bit of exposure to wetness during a water ride at Disneyland a couple of years ago, I learned my lesson never to duplicate the costly mistake. During a series of Colorado blizzard this winter, I shot everything indoors...;)
